Training on Galmudug Laws and Community Participation in Politics

The Horncenter (HC) Dialogue organized a two-day workshop on December 4–5, 2024, in Dhuusamareeb, Galmudug State. The workshop focused on understanding Galmudug’s laws and enhancing community participation in the region’s political processes.

The workshop brought together diverse participants, including:
* Community leaders.
* Government officials from Galmudug State.
* Representatives from civil society organizations.
* Other invited dignitaries and stakeholders.

The Program Manager of HC Dialogue Mr. Mohamed Abdullahi Ahmed opened the event by outlining its key objectives, which included:

* Raising awareness about Galmudug’s legal framework, including its Constitution and electoral laws.
* Promoting active community participation in political processes, particularly the one-person, one-vote system.
* Exploring solutions and strategies to strengthen community engagement in regional politics.

* The History of Democratic Development:
Professor Ahmed Salad Kulmiye presented an insightful session on the history and evolution of democracy, highlighting how democratic systems contribute to effective governance and social cohesion.
* Galmudug Laws and Community Participation:
Abdirizak Ibrahim, a researcher at HC Dialogue, delivered a comprehensive presentation on key laws, including:
* The Constitution of Galmudug.
* The Independent Electoral Commission Law (Law No. 19/2022).
* The Political Parties and Associations Law (Law No. 20/2022).
* The Local Government Law (Law No. 004/2020).
* Community Engagement:
* Discussions emphasized empowering the community to take an active role in political processes.
